When you disembark from your Air New Zealand flight to Norfolk Island, the advice you are given is to remember that cows have right of way!  While the island is only 5kms by 8kms, there is a surprisingly extensive network of roads and lanes that crisscross it.  The speed limit varies between 30kms per hour outside the school and 40 or 50kms per hour elsewhere.
